  • EDIT: Clip Studio Paint PRO. I can't seem to draw on new layers while animating unless that layer is the next frame. This seems counter intuitive and I don't see how it's a feature meant to help people.

Selecting [Edit] menu > [Transform] > [Flip Horizontal] flips the image around the center point (+). Clicking [OK] from the transform launcher under the guide lines confirms the transformation.
